Electronic Documentation Renewal Payments . . . Nov 25, 2014
The U.S. Coast Guard’s National Vessel Documentation Center announced a new procedure for paying for vessel document renewals. Vessel owners can sign up to receive an e mail one month prior to the expiration of their documentation certificate. In that e mail there will be a link to a web page that will accept their payment electronically. Vessel owners must register to be included in the document renewal/payment notification program. New STCW NVICs Available . . . Oct 24, 2014
The Coast Guard published a notice in the Federal Register announcing the availability of five Navigation and Vessel Inspection Circulars (NVICs), which are the third set in a series of NVICs to implement the Final Rule that aligned Coast Guard regulations with amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers and made changes to the national endorsements. These NVICs will provide guidance to mariners concerning new regulations governing merchant mariner certificates and endorsements to merchant mariner credentials. EPA - Small Vessel General Permit (sVGP) . . . Sep 10, 2014
On September 10, 2014, the Environmental Protection Agency (EPA) issued a notice stating that the National Pollutant Discharge Elimination System (NPDES) Small Vessel General Permit (sVGP) for discharges incidental to the normal operation of vessels less than 79 feet in length has been finalized. This sVGP enters into effect on 19 December 2014. Complete details and a summary of the requirements are included in the documents linked below. NOTE: THIS GENERAL PERMIT APPLIES TO ALL COMMERCIAL VESSELS LESS THAN 79 FEET IN LENGTH!
New Fee For Documentation Renewals ... Aug 12, 2014
On August 12, 2014, the U. S. Coast Guard published a final rule in the Federal Register announcing that effective November 10, 2014, it has established a fee of $26.00 for the renewal of a Certificate of Documentation. The fee is to cover the current costs of vessel documentation services provided by the Coast Guard. More detail is in the Federal Register Notice linked below.
New Chart for Red Dog Mine Port . . . July 10, 2014
The National Oceanographic and Atmospheric Administration (NOAA) announced today the issue of nautical chart 16145 for the approaches to the De Long Mountain Loading Terminal for the Red Dog Mine which at a 1:40,000 scale, fills in historically sparse depth measurements using new survey data recently acquired specifically for this chart. The world’s largest source of zinc is located 50 miles from the west coast of Alaska and over 100 miles north of the Arctic Circle at the Red Dog Mine. Ships loading cargoes have had to deal with the 1:700,000 scale chart 16005 which shows only one depth measurement within 3 miles of the approach to the Delong Mountain Terminal in the Chukchi Sea. The new chart will significantly improve navigation safety for the 25 or so bulk carriers which call at the port annually.
Fishing Vessel Safety Advisory Committee . . . June 24, 2014
The Coast Guard is seeking applications for membership on the Commercial Fishing Safety Advisory Committee. The Commercial Fishing Safety Advisory Committee provides advice and makes recommendations to the Coast Guard and the Department of Homeland Security on various matters relating to the safe operation of commercial fishing industry vessels.
